UTHCT appoints vice president and university counsel; new director of Pre-Award Services also named

The University of Texas Health Science Center at Tyler recently promoted Patricia Blair, Ph.D., JD, to the position of vice president and university counsel. In addition, Conna Sutton has been promoted to director of Pre-Award Services at UTHSCT.

In her new position, Dr. Blair will now oversee the Lake Country Area Health Education Center, Compliance, Human Resources, the Watson W. Wise Medical Research Library, and Related Health Sciences. She will continue to supervise the Office of Legal Affairs, Contracts Administration, the Risk Manager and Privacy Official’s Office, and the Institutional Review Board.

Before her promotion, Dr. Blair was executive director of the Office of Legal Affairs at UTHSCT. She joined the Health Center a little more than a year ago, coming from The University of Texas Medical Branch at Galveston.

Dr. Blair received her doctorate in clinical sciences and health services research from UTMB’s Graduate School of Biomedical Sciences. She has a master’s of law degree in health law and policy from the University of Houston School of Law. She received her general law degree from Texas Southern University’s Thurgood Marshall School of Law. Dr. Blair also has a master of science in nursing from UTMB.

Sutton served as the accounting group supervisor for Post-Award Services before her recent promotion. She has been with the Health Center about two years. Before that, she was the budget manager at Texas Woman’s University in Denton, where she first began working with grants.

She has a bachelor’s of science from Texas A&M University-Commerce. She was born and raised in Gainesville, Texas.
