Types of Procurement


Spot Purchases:
Purchases from $1.00 - $4,999.00 are considered spot purchases and have no competitive requirement. When competition is in the "Best Interest" of the institution items within this criteria may be competitive priced.

Informal Competitive Quotes:
Purchases from $5,000.00 - $24,999.00 require informal competitive quotes from a minimum of five (5) vendors to include a minimum One (1) Woman Owned Certified Historically Underutilized Business (HUB) and a minimum of three (3) Minority Owned Certified Historically Underutilized Businesses(HUB). Informal competitive quotes can be via telephone, fax or e-mail.

Competitive Sealed Bids:
Purchases from $25,000.00 and UP require a formal sealed bid from a minimum of five (5) vendors to include a minimum of One (1) Woman Owned Certified Historically Underutilized Business (HUB) and a minimum of three (3) Minority Owned Certified Historically Underutilized Businesses(HUB). Bid packages contain complete instruction for submission of the bid. Bidders are asked to complete the bid in its entirety. All bids should be clearly identified by bid number and bid title on the face of the envelope containing the bid.

Pre-bid meetings are held on projects when deemed necessary by the Purchasing Staff. Invitations to bid will specify the date, time and location of such meetings.

Bids are publicly opened at the time and date specified. Bids are read publicly. Openings are held in the Purchasing Department on UT Health Northeast campus. Bids must be received on or before the scheduled opening time to be considered. All late bids will be returned to the Bidder unopened.

Formal Bids over $100,000.00 require a Hub Subcontracting Plan and this document will be provided as part of the Bid package. In formal bids under $100,000.00 where subcontracting opportunities exist the HUB Coordinator may require a Hub Subcontracting Plan as part of the Bid requirements. When requested this plan becomes part of the bid requirements and will be provided as part of the Bid Package.

Request for Proposals:
This procedure is used when it is determined that the use of Competitive Sealed Bidding is either not practical or is not advantageous to the institution. Requests for Proposals are generally used for purchases of highly technical supplies and services. Proposal packages are prepared and mailed to prospective proposers for the commodities or services required.

Proposals are publicly opened at the time and date specified. Only the names of the vendors that responded are read publicly. Openings are held in the Purchasing Department on UT Health Northeast campus. Proposals must be received on or before the scheduled opening time to be considered. All late proposals will be returned to the proposer unopened.

Proposals over $100,000.00 require a Hub Subcontracting Plan and this document will be provided as part of the Proposal package. In proposals under $100,000.00 where subcontracting opportunities exist the HUB Coordinator may require a Hub Subcontracting Plan as part of the Proposal requirements. When requested this plan becomes part of the Proposal requirements and will be provided as part of the Proposal Package.
